ICYAA VARSITY AND JUNIOR VARSITY
BASKETBALL RULES 2006 - 2007
(December 04, 2006)
I. LEAGUE ORGANIZATION
1. The league shall consist of six (6) member teams composing one conference.
2. Schedules will be decided by the Director of Basketball Operations on a draw basis. (No school
teams will play each other) This could occur however during tournament play which is dictated by
tournament play and the nature of the brackets.
3. An awards ceremony will follow the season at the end of the last tournament game.
4. AWARDS
A. Regular Season Championship trophies will be awarded each year to the varsity and junior varsity
teams. Championships will be determined by season win - loss records. In the event of a tie, the
teams in question will have ties broken first by looking at head-to-head match up during season play,
if there is no head-to-head match up then (2nd) based on the number of points scored against them
during regular season play. This prevents teams from intentionally "running up the score" and
rewards the defense of each team. Co-champions will not be recognized. This will determine first and
second place season champions.
B. If needed second place trophies will be awarded on same basis as championship.
C. Seeding for the purposes of the tournament will be based on regular season win - loss record.
In the event of a tie, the teams in question will have ties broken based on(1st) head-to-head match
up during season play, if there is no match up then the tie will be broken based on the number of
points scored against them during regular season play. This prevents teams from intentionally
"running up the score" and rewards the defense of each team.
D. Tournament trophies will be presented to first and second place winners on varsity and junior
varsity teams.
E. All members of all teams will be given a certificate of participation in ICYAA.
F. Sportsmanship trophies will be awarded to one team from Varsity and one team from Junior
Varsity. The “officials” will make this selection based on their observations and contact with players
and coaches during the regular season.
II. ELIGIBILITY
1. ICYAA is open to boys and girls in the 3rd, 4th, 5th and 6th grade, who live within a league
school’s district and attend a league school.
2. A boy or girl must not become (13 years of age for varsity and 11 years of age for JV) on or
before October 15 of the current year.
3. There shall be no limit to size, race, creed, color, or religion. It is the responsibility of the coach
and the local coordinator to fill the roster.
4. Varsity teams shall consist of 5th and 6th grade boys and girls only (A 4th grade student with
above average ability may move up with the approval of the Director of Basketball Operations and
whose parents have completed an ICYAA waiver form. Once they are placed on a varsity team, they
may not move back to junior varsity for any reason. Also a coach may place a 4th grade student on
his/her team if it is their child) Third (3rd) grade students may not play varsity for any reason.
5. Participants in the ICYAA basketball program may only play on one team in the ICYAA
organization. Additionally, participation in other leagues, organizations, or tournaments is strictly
prohibited. This includes but is not limited to AAU, Iredell County Parks and Recreation, YMCA,
Charter Schools, and organized church leagues. A participant is further prohibited from practicing,
participating in open gym, or otherwise being affiliated with any team or organization other than
ICYAA at anytime during the basketball season which commences with the first day of practice and
concludes with the presentation of trophies at the end of the tournament. (A player may only try out
for another team in order to ensure a place on the team’s roster.)
6. Cheerleading is permitted only after team roster have been filled.
7. Any questions regarding eligibility must be submitted in writing to the Executive Committee of
the ICYAA. The Executive Committee consists of the President, Vice-President, Secretary, Treasurer,
and the Director of the individual sport at the time.
8. A player must participate in five (5) practices prior to playing in a game.
9. Coaches must keep up to date rosters and notify the Director of Basketball Operations in the
event of any additions or deletions to the roster. No new players may be added after the final sign up
date. Special requests will be handled on a case by case basis.
10. A player may be dismissed (cut) for the following reasons:
A. Foul language (during a game or practice)
B. Unexcused or missed practices. (No minimum – coaches discretion)
C. Unsportsmanlike conduct (during a game or practice.)
D. Destructing inter-squad relationships.
11. Coaches must turn in completed rosters no later than five (5) minutes prior to game time to
scorekeeper. Players that do not show must be removed from the roster at tip off. A coach may not
pad their roster to avoid a forfeit. (Scorekeeper will inform coaches of any child who has not played
during the first three quarters.)
12. The ICYAA Board of Directors will announce through the local media and at each conference
school a set date and location for sign-ups. Each school may hold a late sign up if needed after
consulting with the Director of Basketball.
13. All ICYAA coaches MUST ATTEND a mandatory coach’s clinic/meeting in order to coach each
year. If a coach does not attend, they may not coach. The ICYAA Board of Directors will announce the
dates for that meeting.
III. GAME RULES
ALL GAMES SHALL BE PLAYED UNDER THE NATIONAL SCHOLASTIC FEDERATION RULES WITH
FOLLOWING EXCEPTIONS:
1. Games shall consist of four (4) eight (8) minute quarters. Overtime will consist of two (2)
minutes. There will be two (2) overtimes and a third will be sudden death with the team scoring first
winning. In tournament play there is no sudden death.
2. Ball size will be 28.5 for varsity and junior varsity.
3. Jump balls will be according to high school rules with alternating possessions after the start of
the game.
4. Varsity teams may use the 3 point shot, however JV cannot.
5. The clock does not stop during the first three (3) quarters. During the 4th quarter, the clock will
stop according to high school rules.
5. Each team will be allowed four (4) time outs per regulation game. One (1) minute for each time
out. One (1)time-out for each overtime plus any unused time out. A player or coach may call a time
out.
6. A referee's time out will be called in case of an obvious injury or danger to the player in the
judgment of the referee.
7. Each team is entitled to:
A. 5 minutes pre-game warm up
B. 1 minute between quarters
C. 5 minutes during half time.
8. A. Playing Time and Numbers on a Team: It is the goal of the ICYAA basketball program to provide
a quality learning program as well as an athletically challenging opportunity for all boys and girls in
grades 3 – 6. In keeping with the founder’s philosophy of serving the many rather than the few the
ICYAA basketball program requires that all teams actively strive to enroll a minimum of ten on each
team. This is not to say a coach enroll tens and then stops. All children of each district that is in
grades 3 – 6 are eligible to play basketball.
Basketball registration can officially begin October the 1st of each year. Coaches may continue to add
players to their roster until they reach the minimum goal of ten players. There is no maximum.
Online registration is now an option for all parents. This ensures that all children will have an equal
opportunity to registration in the event of conflicts or other events that prevent them from attending
face-to-face registrations. This will also eliminate the possibility of establishing “minimums” or
children not being allowed to register.
Realizing that some children will not complete their initial commitment of playing basketball after first
enrolling, the following policy will be implemented to ensure fairness to all children and teams that
encounter seemingly unfair team disadvantages.
1. Any team that has 10 or less has NO change in the rules.
2. Any team that has more than 10 will only be required to play the equal number of players one full
quarter if playing a team with 10 or less before random substitution. In this situation it is
COMPLETELY at the Coach’s discretion to play ALL players one full quarter.
3. If two teams playing have more than 10 there will be no rule change.
4. Any team that shows up with less than 5 will forfeit the contest.
B. No junior varsity players may be pulled up to avoid a forfeit.
C. Games will not start prior to the posted time.
D. All players arriving after tip-off are ineligible for the day's contest.
9. Defense Limitations:
There will be no back court pressure after a re-bounder of the defensive team has possession of the
ball. If a team breaks the rule they will receive a warning. Subsequent violations will result in a
technical foul being called.
A. JV teams may apply back court pressure during the last two (2) minutes.
B. JV teams may shoot free throws from the 12ft line.
C. Varsity teams may apply back court pressure during the entire 4th quarter.
D. Any type of pressure can be picked up after the ball has crossed half court for varsity teams.
E. JV Teams must remain behind the 3-point line on defense until the last two minutes of the 4th
quarter and all overtime periods.
F. If a team is leading by fifteen (15) points varsity (10) points JV at any point of the game, they must
drop back into a zone defense inside the perimeter of the lane. Inside the paint.
10. Technical Fouls
The following violations will result in an automatic technical foul.
A. Any player who willfully and intentionally acts disrespectful towards an official, coach, spectator, or
another player.
B. Any coach who acts outside the lines of coaching. (This also includes the behaviors listed in player
violations.)
C. All members of the ICYAA Executive Committee and ICYAA Board of Directors are subjected to the
same expectations as players and coaches as listed above. The same penalties apply.
11. General Conduct:
The Director of Basketball Operations for ICYAA is the ultimate authority. In the event of a dispute
regarding ICYAA rules or conflict on the basketball court, all decisions will be determined and final
according to the Director’s judgment.
THE REFEREE IS THE AUTHORITY ON THE FLOOR AND THEIR INTERPRETATION OF RULES IS BINDING.
1. No fans or parents are allowed across the court. All spectators must remain in the bleachers or
concession area at all times.
2. No taunting of other players.
3. No shouting or kicking of the bleachers by players when teams are shooting foul shots.
4. When the clock runs out and the game is over there will be no arguing or debating with the
officials.
5. Unsportsmanlike conduct by coaches, players, or fans will not be tolerated and will be handled
on an individual basis according to established rules.
6. Any coach or player violating these rules will be immediately ejected from the game and
suspended from the next game. They will also receive a letter of reprimand from the ICYAA Board. A
second violation will result in the coach or player being suspended for the remainder of the season.
To be reinstated to a coaching or playing position a coach or player must submit in writing and appear
in person to the ICYAA Board of Directors requesting to be reinstated and provide a written
explanation of the behavior that led to the suspension. The coach or player may or may not be
reinstated.
IV. PRACTICE SESSION
1. No organized practice or play before the date that is announced by the ICYAA Board of
Directors
2. Pre-season practice will be no more than three (3) sessions per week. Practices cannot be
longer than two (2) hours in length.
3. After the season begins practices are limited to two (2) per week with a maximum of 1½ hours
per session. NO LONGER!
4. Each team is limited to no more than one (1) practice scrimmage per week in lieu of and not
in addition to a regular practice. These practice scrimmages shall not be against teams with members
who are 13 years of age or older on or before October 15th of the current school year.
5. Physical forms and birth certificates are required before the first practice of the season!!
6. Each school coordinator will supply coaches with rules and schedules.
V. UNIFORMS
BOYS:
1. Boys basketball uniforms must have their shirts tucked in unless the shirt is designed to be
worn on the outside.
2. All shorts are to be pulled up to the waist. No drooping, bagging or sagging shorts are allowed.
3. No jewelry or earrings are to be worn during play or practice.
4. All socks must match and be of the same length.
5. Team uniforms must match respective school colors.
6. No headbands or wristbands are to be worn during games.
GIRLS
1. All long hair is to be pulled back.
2. No metal is to be worn in hair, no beads, no plastic in hair.
3. No jewelry or earrings are to be worn during play or practice.
4. No headbands or wristbands are to be worn during games.
5. All socks must match and be of the same length
6. Team uniforms must match respective school colors.
VI. SCHEDULES
1. The season schedule will be determined by the Director of Basketball
Operations.
2. The tournament schedule will be double elimination, both varsity and
junior varsity.
VII. DRAFT PROCEDURES
There are no draft procedures. It is suggested that the local Director hold a coach’s meeting for the
purposes of assigning players to a team roster. Typically returning players are assigned to their
former coach. Coaches then take alternate turns in selecting players until all players have been
assigned a team. JV players moving to Varsity go into the common pool of players. There are no
boundaries in assigning players. All other rules of the ICYAA apply (ie. players must reside in the
district in which they play and meet all other eligibility requirements.)Conflicts that arise during the
assignment of players should be resolved by that school’s Basketball Director.
