Volleyball Rules
All National Federation Rules apply
unless amended for
ICYAA participation

Director
In compliance with ICYAA
eligibility requirements, athletes will be deemed eligible in the following
order:
1.
Attend the school
which they compete for
2.
Live in the
registered conference school district but attend a non ICYAA Conference school
(private or charter) or are home schooled
3.
The athlete is a
6th grader who has moved into another ICYAA district but has
competed with a different but same school the previous two years AND the parent
has also been the Head Coach for the previous two years
4.
Request and
be awarded a waiver/release from
the school which they attend
Point
of Clarification: Athletes must seek a JV or Varsity team at
the school which the athlete attends FIRST.
If the attended school does not have a JV or Varsity team, the athlete may
be released to play at a different school. Under no circumstance will a parent be
allowed to request where the athlete competes. Once a waiver/release has been
received, The ICYAA volleyball director will contact and evaluate schools to
see if there is indeed room or a desire to allow an athlete to compete for
their respective school. The parent
making the initial request must not contact a different school to see if they
would accept an out of district athlete.
The
procedure to request a waiver/release will follow the below order and will be
approved or denied by the ICYAA volleyball director.
1.
If there is no
team for the athlete to compete on at the school which the athlete attends, the
parent/guardian may petition for a waiver/release from that school.
2.
Waiver/release
must be submitted in writing to the attending school director. Make sure to detail your request.
3.
The attending
school director will either approve or deny the request
4.
An approved
request will submitted to the ICYAA volleyball director.
5.
The ICYAA
volleyball director will evaluate the request based on the following:
a.
Will verify with
the attending school that sign ups have been closed
b.
Will solicit
support for other schools that have room on their roster for an additional
athlete
c.
A school
must be willing to accept an out of district athlete
d.
The accepting
school director and school Head volleyball coach must sign the
waiver/release and return to ICYAA volleyball director.
e.
Athlete will be
granted a waiver provided no other petitions have been received
Point of Clarification: Athletes whom attend a school will always receive team priority. In other words, a waiver/release will not be granted to an out of district athlete if it means a player from the accepting school does not compete. The waiver (movement) must not effect the team at the accepting school in anyway which may include but not limited to closing signups early or sending a team over the maximum **12** player limit. (change from 15)
Birth
Certificates, Physicals and Participation/ICYAA Waivers, Volleyball Codeof
Conduct and Discipline Release MUST be completed and on
file before any athlete can be added to a roster. NO
EXCEPTIONS.
a. Rosters consist of any and
all (1) athletes (2) coaches on the team.
Only members on the roster will be allowed to participate in warm ups or
sit on the bench during game time.
Parents may shag balls during warm ups, however may not otherwise
participate.
b. (8) player minimum per team,
12 player maximum (change
from 15)
c. (2) Coaches maximum per team. Head Coach must be clearly identified.
d.
All rosters must be approved by the Volleyball Director no later than (7) days before your first match.
e. After the roster has been
approved, an athlete may be added to the roster.
a.
All forms must be submitted and a new roster approved no later than (7)
days prior to your next match
f.
Rosters are approved and returned to you for your file. Prior to each match, you will receive a
roster from the scorekeeper. You may not use your own roster. No
changes may be made to the roster at any time with the exception of a number
change.
a.
Cross of any athletes not competing for that match.
b.
No changes may be made to the roster, other than a number change,
including adding an athlete
c.
Sign your roster and have the director in charge to sign it.
g. If an athlete is marked off
the roster for (2) consecutive weeks, the athlete will be removed from the
roster.
a.
A new request must be made by the coach and school director to add the athlete back to
the roster. All requests must be
approved and correct forms signed and approved.
b.
Only one request per athlete will be granted per season
h. Athletes must compete in a minimum of 50% of the match total in order to
be eligible for the Championship Tournament
a. Each school may elect to enter an unlimited number of teams into the OPEN division.
b. No restrictions will be made based on previous players, teams or coaches.
c. After September 15, 2007 any team may petition the board to be moved into or out of the OPEN Division
a. Petition must be made by school director not the coach
d. On or about September 26, 2007, the volleyball committee will evaluate the Varsity and OPEN Divisions and make recommendations whether a team should be moved into the OPEN Division or if an OPEN team should be moved into the Varsity Division.
a.
Depending on the number of teams in each division will determine the
number of teams moved to the OPEN division
b. Teams will be evaluated on strength of play consisting of win/loss records and points differential of each match
There must be a sufficient number of athletes to field a Varsity team first and foremost. If there are 6 or more players, based on combined strength of play, that should compete in the Open Division, each school (not coach) may enter a team into the Open Division.
It is prohibited for any school to recruit athletes from another school. It is further prohibited for any coach, other than the Head Coach, parent, volunteer or school Volleyball director, to recruit players within the same school in order to field an Open team.
ALL OPEN TEAMS ARE UNDER THE SUPERVISION AND APPROVAL OF
THE ICYAA VOLLEYBALL DIRECTOR.
Ball and Court
a.
JV Ball:

Varity Ball: 4900 Lite (Designed for Juniors 12 and
Under)
c.
Varsity: 30 x
30 with 10 attack line
d. JV: 20 x 30 with 10 attack line (modified serving line)
e. Net Height: 7 for JV and Varsity
a. Rally Scoring: A point shall be awarded each time the opponent violates the rule.
b. Best 3 out of 3 games to 25 points; Varsity starting 7-7, JV Games 7-7
c. 25 Point Cap, First team to 25 points wins game
d. Each match will consist of 3 GAMES, regardless of the outcome of the match
Match & Warm Ups
a. Warms up will be 8 Minutes. 2 mins
of shared serving, 4 mins each court time.
Serving team will take the court first.
b. All matches will be 2 out of
3. Each match will consist of THREE
GAMES
c. MATCH SCORING and points
allowed will be record to determine which teams may/may not be moved to OPEN
and to seed teams for playoffs
d. Matches will start no later
than 10 mins following the previous match
e.
MATCHES MAY
START 20 MINUTES EARLY IF THE PREVIOUS MATCH HAS ENDED.
f. If a team is not present to play on schedule, they will be issued a TEAM DELAY WARNING (Yellow Card). After an
additional 30 seconds, a TEAM DELAY PENALTY ( Red Card, Point or loss of
service). A TEAM DEPLAY PENALTY will be issued every 30 seconds until the opposing team reaches 25
points.
Teams
a.
Teams will
consist of 8 players minimum and 12 players maximum
b. Each school commits to legal and ethical registrations
and further commits to recruit players to represent the (8) players team
requirements
c.
Sign ups
will remain open until (3) days after school starts.
d.
ICYAA VOLLEYBALL (school) DIRECTORS (not coaches) may
petition for less than 8 players under the following
a.
Schools have
exhausted all resources to recruit additional players INCLUDING one additional
publicized and announced sign up
b. Provided
no petition was granted the previous TWO years
Player Movements
a. Each team will be allowed (2) player movements per season
b. Movement is based on side to side (JV to JV, Varsity to Varsity, Open to Open) or down to up (JV to Varsity, Varsity to OPEN). EXCEPTION: (1) time during the season a team may move an OPEN player to Varsity
c. The same player may not be moved more than (1) time during the season
3rd
and 4th Graders
a. A 3rd or 4th grader may play JV and Varsity on the
same day under the following situations
a. Player
movement form has been submitted with your roster for the match which the
athlete is being moved. (See player
movement)
b. Waiver is granted based on
meeting the 8 player min requirement to field a Varsity team
c. Waiver is granted based on
strength of play
d. Waiver is granted to meet
the logistic requirements of the family (2 players practicing on the same team)
b.
Waivers will be granted based on the above which will allow JV players to
play on (1) JV team and (1) Varsity team in the same day provided it is required to meet the 8 player
min rule.
c. Any 3rd or 4th grader playing on a Varsity team is
required to legally serve from behind the legal 30 serving line.
a.
Coach MUST submit
line up prior to each game. Failure to
do so will result in a team delay warning (yellow card). An additional 30 seconds will be granted,
then a team delay penalty (red card/point and loss of ball) will be
issued. At the end of an additional 30
second will be granted, a team forfeit will be issued (red and yellow apart).
b.
JV and
Varsity: Teams MUST sub ALL players not
playing in game one into game two. Free
Subs and Free Libero in Game three only
a.
Game #1: Any combination of 6 players as represented
by the roster submitted
b.
Game #2: ALL subs must enter the game and a new line
up presented by the coach

Game #3: Libero
in effect. Free Subsitution

Free
Substitutions for 4th and 5th sets ONLY, except for Open
Division

OPEN Division,

Sub must comply
to the substitution rule
a.
With the
exception of the Libero, athletes may only return to the game (substitute) for
the same player which they subd. Once
an athlete has subs into that position and for that athlete, they may not be
subs for a different athlete.
EXCEPTION: Exceptional Sub.
b.
If a players is
replaced by an exceptional sub, that player not play the remainder of the
match.
f.
Coaches are
REQUIRED to adhere to sub protocol.
Failure to do so will
a.

There will be 2
minutes between each game
h.
Following scheduled match will start 10 minutes from the end of the previous match (warm up
protocol). Make sure team is available and prepared to compete. Remember
matches may start 20 minutes early.

Warm Up Protocol

Immediately
following the coin toss, both teams will take 2 minutes of shared serving
followed by 4 minutes each of court time.
The serving team
will receive the first 4 minutes of court time, followed by the receiving team.
g.
Absolutely no
shared court time during the (4) minutes.
Teams may use the area outside the court beyond the base line extended.
ANY COACH WHO ABUSES THE PLAYING TIME RULE WILL
FORFEIT MATCH AND PLACED ON PROBATION FOR THE REMAINDER OF THE SEASON
This is your responsibility. The officials/court supervisor will not mandate this nor act as sub police. If another coach request, the court supervisor will make sure you are in compliance.
Serving Area
a.
All varsity
players must LEGALLY serve from the 30 line
b.
The (5) second
serving rule will imply.
c.
Each server
will be granted (1) reserve per term of service.
d.
JV players
ONLY may serve from the 10line
e.
After the 4th
week, on or about September 25, 2007 ALL JV players must legally serve from
behind the 20 line
f. If a JV player serves from the 10 line of their court
into the back court (past the 10 line of the opposing team) 3 consecutive
times, the server MUST move to the back line (20 for JV) for the REMAINDER of the match.
Failure to comply will result in a sideout/point. Coaches responsibility
a.
A player must be
completely behind the 20 line in order for the serve to be considered a legal
20 serve.
b.
Player must be
completely behind the 20 line at point of contact of serve or the serve will
be considered illegal
g.
Any attempt to manipulate the serving rule or
instructing players to miss a 3rd serve will not be tolerated and
will result in a sideout/point.
Clarification
A JV player may serve anywhere between the 10 line and 20 line during
their term of service provided they have not served into the back court of the
opposing teams 3 consecutive times from that area. Once a player serves 3 consecutive times, a
legal serve must be made from behind the 20 line for the remainder of the
match.
Time Outs
a. (1) 60 second time out per
set
b. Time outs do not carry over
from previous set

(2) Time Outs will be allowed in a deciding set ONLY (4th and
5th sets)

throughout the season to determine seeding for playoffs.

after the previous match) NOT at a specific time. Have teams on site and ready to play. DO NOT try and guess the time you will play
as you will be subject to forfeit if your team is not on site at the required
time.

Each team in each pool will compete against each other
o
Consist of (2) games to 25 (no ties) starting 7-7
o
The top (2) teams from each pool will advance to the championship rounds,
Gold and Silver ONLY

Semi Finals will be 2 out of 3 to 25

Awards

Coaches, please do not forget to do this. The girls deserve your attention. Though we will try to flag you down following a match if you forget, we cannot be solely responsible for this.
a. Following each match, the HEAD COACH will submit ONE player from the
opposing team and one player from your team as an All County Team
Candidate.
b. Players with the most votes will be awarded an All
County Team certificate.
c. Candidates must receive 30%
of team votes to be eligible
d. Coaches will earn TWO
VOTES. You may vote for ONE player off
EACH team as an
e. Coaches will be emailed the
ALL REGION team the week prior to the Championships. Please do not ask me during the season.
Scheduling Notes
NEW FOR 2007
In
order to promote continuous play and the THREE HIT concept (pass set spike) and
to mirror ourselves with FIVB, ALL TEAMS will use the 4900 Lite ball.
In
order to give dual participant athletes sufficient time between volleyball and
cheerleading, and football every effort will be made to map the football
schedule. Please understand that until I
have rosters, I wont have any idea how the schedule will work.
We
will have some relief by using the FIVB 7 net height for all games. I will do my best to schedule JV teams first,
followed by Varsity, Boys/Co Ed, the OPEN.
In order to also promote boys volleyball, all boys matches will be
scheduled before 12:00.
Depending
on number for JV and Varsity teams will determine whether teams have double
headers and further determine how many matches will be played during the
season.
Remember
that parents in seats (admission) are the sole source of funding for this sport
and the ICYAA. Please encourage your
parents to attend both volleyball and football games and advise them that the
ICYAA is not affiliated nor funded by the
1. Each team must provide an adult to keep and collect/monitor the gate as scheduled by the ICYAA. You may find this schedule on the ICYAA website (www.icyaa.net)
2. The work affiliates will be responsible to being at the gym 30 minutes prior to the first game to prepare the court and work the gate.
3.
Work
teams are responsible for securing the bleachers, setting up the net, putting
the lines down for JV and keeping gate for your scheduled match (s). Failure to comply will result in a
monetary fine as determined by the ICYAA.
4.
The LAST
teams to play will be responsible for:
CONCESSION DEBRIS AND
GARBAGE WILL BE MONITORED BY STAFF
5. It is recommended that each team provide a player to call lines.
6.
Coaches
are required to attend a coaching and rules clinic. No team will be allowed to compete without a
certified coach. A non certified coach
may not be in the team area during competition.

The waiver form below is required in order for any and all 3rd and 4th grade athletes to participate at ANY varsity level. Failure to complete the form and deliver it to the head coach, which will be delivered to the ICYAA executive committee for approval, will result in the athlete not being able to participate at the varsity levels of the respective sport.
1. CONSENT TO ALLOW ATHLETE TO PARTICIPATE AT THE VARSITY LEVEL
I hereby understand that my child may be asked to play as a 3rd or 4th grader at the varsity level when there is (1) no JV team available (2) strength of play (3) to help field a Varsity team.
Strength of Play: A coach may petition for a 3rd or 4th grader to play Varsity due to advanced skill level and for the purpose of athletic placement and advancement.
I further understand that participation is solely my choice as parent/guardian and that I may opt not to allow my child to participate at the varsity level.
A. I hereby authorize and consent that my child, while enrolled as a 4th grader at a participating school, may participant in the ICYAA at the Varsity level.
B. In the event that THERE IS a Junior Varsity team, I understand that the ICYAA MAY ACCEPT OR DECLINE the following waiver without further review.
C. I hereby understand that the ICYAA executive committee has full authority to revoke the following waiver for the remainder of the respective sports year.
